Merging two neighboring BBHOP flares. If any of the four conditions is true, the two neighboring BBHOP flares are merged into a single BBHOP flare. The start BB, end BB, and peak BB of the merged flare are the start BB of the left BBHOP, end BB of the right BBHOP, and the larger of the two peak BBs, respectively.
