The error bars represent the Poisson noise; the
formula (Barlow 1987) is applied to the weighted Poisson counts. While stronger kicks increase the probability of lensing by a single NS, this effect is counterbalanced in weighting by a lower number of NSs that are available as lenses in the inner Galactic regions.
